Adjust the sizer proportions slightly to eliminate the reported bug.
This may not be the ideal way to do this and there could be some issues
on other platforms but it does resolve the issue on gtk3.

Drop all uses of wxRAISED_BORDER and wxSUNKEN_BORDER from dialogs and
panels used in main frame windows.

Make the user prompt an HTML control for improved layout.
Fix some column title sizing issues. This is not a complete fix but
it seems better than the default sizing done by wxWidgets.
Use symbol terminology instead of part and/or component.
Create trace string source files for a common place for them and their
Doxygen comments.

* Update old dialog with recent version of wxFormBuilder.
* Add wxALIGN_CENTER_VERTICAL flag to some dialogs.
* Update wxFormBuilder timestamp in generated sources.
* Add code to test if any of the components in the schematic cache have been changed
in the component libraries.
* Prompt user to accept or reject components when changes are found.
* If the user chooses to use the components in the cache, create a new library with the old
components and add it to the beginning of the component library list so the schematic will
not be changed.
* Create dialogs to handle user feedback and status.
