Jeff Young b08862e445 Fix group undo/redo bugs. 
1) Don't remove items from group when the group is being deleted as
well.  We need those pointers for undo/redo.
2) Flip the GROUP/UNGROUP undo status when undoing/redoing group and
ungroup actions.
3) Remove PCB_GROUP_T from the rebuild-netlists section.  Nothing
about an item's group/ungrouped status changes its netlisting.
4) Add PCB_PAD_T to the rebuild-netlists section.  It can probably
only happen in the footprint editor where we don't care about
netlisting, but it's conceptually more correct and who knows what
might change in the future....

Jeff Young b1adb93c16 PCB_GROUP_Ts need to be added and removed from view. 
The SELECTION_TOOL's m_enteredGroup also needs to be updated when
said group is deleted via undo or redo.

Jeff Young ae8239a4f2 Don't leave hidden flag when undoing/redoing. 
It was probably set because the image object was in the selection.
We're going to rebuild the selection to set all the flag right
anyway.

Jeff Young ba26e056ec Implement groups for modedit. 
This uncovered a memory corruption bug in MODULE's move operator,
several bugs in MODULE's move and copy constructors, and a bug in
BOARD's GetItem() call.

It also bumps the file format for saving/restoring groups inside
footprints.

Wayne Stambaugh ede39780e2 Remove all debugging output that cannot be disabled. 
The use of printf, wxLogDebug, and std::err/std::out causes excessive
debugging output which makes finding specific debugging messages more
difficult than it needs to be.

There is still some debugging output in test code that really needs to
be moved into a unit test.

Add debugging output section to the coding policy regarding debugging
output.

Seth Hillbrand 8c19b4b6ae pcbnew: Adding arcs to PNS 
This is allows ARCs in tracks to be synchronized with
the PNS router.  Note this does not yet include the UI components
to route curved traces

Jon Evans e59a3d981e Implement a new settings framework across all of KiCad 
CHANGED: Settings are now stored in versioned sub-directories
ADDED: First-run dialog for migrating settings from a previous version
CHANGED: Settings are now stored as JSON files instead of wxConfig-style INI files
CHANGED: Color settings are now all stored in a separate settings file
CHANGED: The symbol editor and footprint editor now have their own settings files
CHANGED: Color settings are no longer exposed through BOARD object
CHANGED: Page layout editor now uses Eeschema's color scheme

Settings are now managed through a central SETTINGS_MANAGER held by PGM_BASE.
Existing settings will be migrated from the wxConfig format on first run of each application.
Per-application settings are now stored in one class for each application.
