You can now enable and disable snap to grid when drawing/editing across
all apps. You can also tie snap to grid to the visibility of the grid
to allow rapid enable/disable via grid display.
PROJECT objects will be deleted by SETTINGS_MANAGER::UnloadProject
so we need to make sure that this is called at an early enough point
in the closing process that anything needed by the PROJECT dtor
is still around.
Also fix an issue where the schematic worksheet was depending on
the project existing after the schematic had been reset.

Settings are now managed through a central SETTINGS_MANAGER held by PGM_BASE.
Existing settings will be migrated from the wxConfig format on first run of each application.
Per-application settings are now stored in one class for each application.
Some windows systems will not fall back correctly on our standard
initialization step, so we need the additional std:: error fall back to
catch them.

Autosave was not working correctly, partly due to different
implementations in eeschema and pcbnew and partly due to a mistaken
refactor at some point during v5 development. This unifies the expected
autosave prefix to _autosave- for both pcbnew and eeschema. It also
unifies the expected suffix for the backup files to -bak.

When starting Eeschema, or a frame/dialog using a SCH_DRAW_PANEL, the bg color was initialized too late,
thus creating a flicker or an annoying draw artifact (in SYMBOL_PREVIEW_WIDGET for instance) if a Paint event
is fired before the right bg color is initialized.
Initializing the bg color earlier fix this issue.

This makes using Scrollbars more easy to use, especially for "small" page sizes like A or B.
Note also the working/drawing area size is bigger than the page size (3 times)
