feat(config): reorganize and thoroughly document config.js
- Document each option. - Group options semantically. - Remove no longer existing options. - Add some missing options. - Fix punctuation here and there. NOTE: This is a first step towards a full configuration overhaul, once it materializes each of the "semantic sections" will be a JS object.
