Refactor welcome screen tags and css.

Minor refactoring to make the welcome screen appear as seemingly designed.
After changing the document to html5, Firefox rendered the page differently, so it seemed that some small changes could bring it back into the desired appearance.

Css changes are mostly deletions based on html5 progress in browsers. Tag changes to be simpler in the author's opinion.
