GitHub plugin: fix potential multiple initialization of libcurl bug.

* Prevent libcurl from inadvertently being initialized twice.
* Dynamically load libcurl only when required.
* Reduce the number of worker threads when loading footprint libraries to
  prevent issues with the GitHub plugin.
