jean-pierre charras 567fd5ba74 Specctra import/export: fix some issues (tested only with FreeRouter): 
- Better handling of locked tracks than commit cbb6ca85
- Locked tracks are now exported with attribute "fix".
- Incorrect view cleaning
- Fix memory leak.

Jeff Young 3f98769a77 More EDA_ANGLE. 
Includes bug fix for catastrophic error in Add() for converting to
radians.

Includes bug fixes for the fact that the pcbnew test can't seem to
find the ANGLE_* objects (getting all 0's instead).

Jeff Young e6ca9837a2 Clear numbers from non-numberable pads and don't run DRC on them. 
This was also the last straw on the misnamed PAD::GetName() and
PAD::SetName(), which are now PAD::GetNumber() and PAD::SetNumber().

qu1ck 7b4dcb6e10 Refactor ExportSpecctraFile to be usable in API 
Currently there is pcbnew.ExportSpecctraDSN() but it needs a pcbnew
frame set which makes it unusable outside of the scripting window or a
plugin.

This refactors actual exporting logic into separate helper and adds an
overload to ExportSpecctraDSN(board, filename) that doesn't need pcbnew
window.

jean-pierre charras 54b6f51633 DSN export: export RECT and ARC shapes (on silkscreen layer) from footprints 
Also export arc track segments as lines. (Freerouter does not support QARCs)

jean-pierre charras 7a1e8520ae Specctra export: Fix incorrect export of holes from mirrored footprints. 
If a footprint is containing a closed shape on Edges.Cuts it is exported as Hole
(keepout zone). For flipped footprints the hole was incorrect.

Differentiates better between the EDA_ITEM IsModified(), referring to
items themselves changing and the EDA_SCREEN IsContentModified(),
referring to whether we have made any unsaved changes.

Jeff Young 25956152c6 Scan actual nets; not assumed nets. 
Specctra exporter should not assume that PCB nets are numbered
sequentially without any holes.

jean-pierre charras 68625494f3 specctra_export: fix an issue with custom and chamfered/round rect pads. 
Is some cases a created pad stack name had the same name as an other pad stack
having a slightly different shape, thus creating pads with a incorrect shape on board.

Jeff Young b123318cf6 Encourage use of full DRC for board & footprint malformed outlines. 
It shows much more detail.  Removes some nag dialogs and places
hypertext links in others.

Also fixes the auto-layer-showing to correctly show Edge.Cuts or
F.CrtYd or B.CrtYd for errors relating to them.
