Ian McInerney 2fb6f19a84 Separate immediate and delayed action dispatch
Using a boolean argument just leads to a lot of trailing booleans in the
function calls and is not user friendly. Instead, introduce PostAction()
to send an action that runs after the coroutine (equivalent to passing
false or the default argument), and leave RunAction as the immediate
execution function.

Jeff Young 12b726ba2f Prevent the point editor from fighting with other tools.
1) Don't start a long-click timer when the point editor is active.
2) Don't auto-start a wire when the point editor is active.

Mike Williams d90dc77e00 Selection: Don't drop small moves
If we do a real drag, the timer will be cancelled. If we don't, then
the user is still holding the mouse button down and would probably like
to see the menu. Otherwise it appears the action is dropped.

Seth Hillbrand 29c2f3b7d4 Prevent jumping into disambiguation if moved
Moving points should not be overrided by disambiguation menu, so we
track where the disambiguation event started and only trigger the menu
if the mouse hasn't moved a full unit in x/y

Seth Hillbrand c8b2e69332 Check if selection is primary tool
Previously, we were checking if the selection tool was the top of the
stack but this ignored many other "secondary" tools that might be
running such as the point editor.  These still allow the selection tool
to handle events such as clicks.  This change allows the selection tool
to handle clicks when it is the primary tool on the stack rather than
the top

Seth Hillbrand 240c3b75c4 Move selection disambiguation to long-click
This standardizes selection tools in SELECTION_TOOL class to be able to
handle a long-click as asking for a non-heuristic disambiguation menu.

Jon Evans 18037e2f65 Rework bitmap system to load from archived PNGs
Bitmaps are now identified by an enum class instead of by pointers.
Bitmap loading and caching is now handled by a class in common, and
we no longer compile most bitmaps into the binary, so there is no
longer a bitmaps static library.

Instead, bitmaps are archived to a .tar.gz file which is installed
in ${KICAD_DATA}/resources/images.tar.gz

The source PNGs are checked in to Git as the original CPP files were,
so that people can build without the required dependencies to convert
SVGs to PNGs.

Initial support is also added for dark theme icons, although this
is not yet exposed in the GUI.

Stubs are present for multi-resolution image resources, but this is
not fully-baked yet and could use some refinement.

Ian McInerney b1240b5b1e Gracefully shutdown tools when frames are closed
If the tools are not gracefully exited, then the stack variables are
never destroyed, so variable lifetime issues can occur.

Jeff Young 483dc24e87 Homogenize selection tools around our HIG.
In particular make addative and exclusive-or selections work the
same way.

Also give Highlight Net a hotkey now that it can't use ctrl-click
anymore.

Jeff Young 981072598b Overhaul cursor code for new tool/action framework.
Includes the addition of an onSetCursor() handler which must be called
from both the GAL canvas AND the GAL backend (at least on OSX) to prevent
cursor flickering between (for instance) pencil and arrow.

Also includes new architecture for point editors which allows them to
coordiate cursors with the editing tools (so we can switch to an arrow
when over a point).

Jeff Young 2f23aa9556 Implement a more robust tool stacking architecture.
We were running into various corner conditions where a tool's event
loop would exit while the tool was still active, or the tool would
get popped while we were still in the event loop.  (A lot of these
had to do with the POINT_EDITOR's, but not all of them.)

The new architecture:
1) tools always do a Push()/Pop()
2) everyone is responsible for their own pops; no more stack-clearing
on a cancel
3) CancelInteractive events go to all tools to facilitate (2)

Jeff Young e6d5110ccf Implement I18N for ACTIONs.
It's a bit of a hack because they're statically initialized and
so we can't make use of the _() macro.  We do still want it in the
code, however, because the string harvesting is based off of it.

Jeff Young e4fbd003e0 Make m_passEvent event-specific rather than global.
If a tool called something like clearSelection while processing a
MOUSE_CLICK, the SELECTION_TOOL will pass the clearSelection
COMMAND_EVENT because it handles it as a transition, not as an
event. Because m_passEvent is effectively global, the tool manager
would then interpret that as passing the MOUSE_CLICK and we'd end
up processing the click by multiple tools.
