The ViewBBox can include the largest document clearance so that pad
clearance lines get included. But the largest clearance can be, well,
large.

Moves forced-transparency setting down into VIEW_ITEM so that it can
be used to place forced-transparent objects in a different target.
This keeps EnableDepthTest() from equalizing the alpha values between
the two symbols (or two footprints).
Oh dear, there was a bunch going on here. Firstly the move from int
to long long int for ValueFromString() means that we were no longer
catching overflows (as we were C-style casting it back to int in many
places). But even when the overflow is caught, it would run in to
wxWidgets' empty string bug while trying to log it.

Between the time the user loads the footprint preview in cvpcb or Add
Footprint in pcbnew, we don't need to verify cache integrity to display
the footprint. We use the cache copy when displaying until we close the
selection window and re-open. This limits our need to iterate over the
full directory on every footprint display.
Alternate solutions for v7 should include looking into libfswatch for
change detection
Add a reset button that will only show up if the user
edits the JSON configuration for grids. This is a temporary
measure until we have a real grid editor GUI in V7.

Also don't load the footprints up front. The whole purpose of the
footprint-info stuff is to have enough info about the footprints to
filter them *without* loading. After that just load individual
footprints as we need them.

This ensures the colors used by the status text pane in the preview
widget are the same as the canvas, so there is a seemless transition
between the two.
Additionally, remove the scrollbars from the symbol preview widget
in the place symbol dialog - they are pointless.
Also fixes an issue where if Pcbnew wasn't run before the symbol
chooser (with the footprint preview active) you'd get no grids (and
a crash on non-OSX platforms).

Move repeated GAL config reading routines into GAL_DISPLAY_OPTIONS.
THe app-level config is in here already, do the same for the
common config.
This means that the configs are loaded consistently, which fixes
the symbol-chooser preview window, which previously didn't use the
same config routine as other GAL canvases.
Future work could move these functions to free functions that
act on the public interface of GAL_DISPLAY_OPTIONS to avoid
GAL_DISPLAY_OPTIONS having to know about wxConfig and wxWindow.

Previously, the GAL_DISPLAY_OPTIONS object in FOOTPRINT_PREVIEW_PANEL::New
was passed by reference in the ctor, down to EDA_DRAW_PANEL_GAL, which stored
it as a reference. The object in New() then goes out of scope, so the
referencing panel outlives the options.
Fix this by making a copy in a std::unique_ptr of the options, and giving
ownership to the panel.
There is another issue here: when the Pcbnew options are copies, the
OBSERVABLE subscriber list is copied too. This means if the panel called
NotifyChanged() on the options, Pcbnew would get updates, even though a copy
of the options changed. However, the panel doesn't change the options or
notify, so it's OK for now.
Cairo supports antialiasing when rendering but can be slow when set to
sub-pixel mode. This bumps the minimum version of Cairo to 1.12
(available in 14.04 LTS as well as mingw) to support three antialias
settings (fast, good, best) that offer speed/appearance tradeoffs.
This can provide a higher-quality eeschema render as it works on a
per-element basis as opposed to the OpenGL per-screen antialias.
Add Display Settings to Footprint Browser.
Make each of them OpenGL on OSX and Cairo on other platforms.
Allow auto-zoom to be turned off and save last zoom setting.
Make ordering of tools in htoolbar consistent.
Standardize grid and zoom drop-downs.
