wxTextFile uses wxFile which uses write syscalls which means its unbuffered.
This makes file IO more expensive against network shares where it will flush far too aggressively.
wxTextFile is fine for reads however.
PROJECT objects will be deleted by SETTINGS_MANAGER::UnloadProject
so we need to make sure that this is called at an early enough point
in the closing process that anything needed by the PROJECT dtor
is still around.
Also fix an issue where the schematic worksheet was depending on
the project existing after the schematic had been reset.
ADDED new rectangle graphics tool for PCBNew and Footprint Editor.
Also adds rectangle tool to both Footprint Editor and PCBNew Place

The Aux Origin tool can come back once we have multi-select toobar

On complex boards, the view holds a very large vector of all objects.
The dtor will remove each one, searching for the pointer before
removing. When removing all items, this process is not needed, so we
clear the view when exiting. This also prevents lock-up when closing
the full application as KiCad waits for the dtor to finish
(non-interactively). This will cause Windows to crash and Linux to
offer an option for terminating the non-responsive application.

Cache the footprint info on disk (in the project).
Move timestamp-generation (and checking) to the filesystem so the
above will be bullet-proof.

There is nothing PCB-frame-specific about this function,
it is equally applicable to an frame, for example
PCB_EDIT_FRAME and CVPCB_MAINFRAME, which have EDA_BASE_FRAME
as the nearest common ancestor, except KIWAY_PLAYER,
which is not really concerned with this kind of UI event method.
