Restore legacy spin-style processing for text items.

Post-V5 we only use it on labels, but earlier versions also
used it for text.
Also process spinStyle for CADSTAR imports.

Introduce base IO_MGR class and unify RELEASER objects
...
The IO_RELEASER is a thin-wrapper around a std::unique_ptr, but done
this way to allow easier addition of a custom deleter in the future if
something needs to call back into the IO_MGR.
