Jeff Young ec51955dad Remove vestiges of old pad locking system. 
We now use a session preference (Allow free pads) in the board editor,
and we never supported pad locking in the footprint editor.

Miklos Marton 426c46abb1 pcbnew: pad editor UI fixes 
When editing a pad with circular hole the Y dimension is hidden
and Diameter is shown instead of Size X when opening the properties
of an existing pad.
Adjusted Pad shape: label to be vertically aligned to the pad shape
combobox.

jean-pierre charras 48be569a29 DIALOG_PAD_PROPERTIES: use our UNIT_BINDER to manage pad rotation and remove 
the wxFloatingPointValidator (that has also issues with fp separator).
Try to fix a bug related to pad rotation in some locales (see bug 9331).

Jeff Young 8cbdf5ba12 Keep default pad number up-to-date (in both directions). 
Also hides the net selector when in the footprint editor as it has
no meaning there.  (We still only grey it out for the board editor
when the pad type has no net to keep things from coming and going too
much.)

Jeff Young 463b82cf46 Be very careful when "doing what I mean". 
Just wanting a SMD pad isn't enough -- the user may have already
set SMD settings into the master pad and changing the SizeX is
then very unexpected.  Make sure the settings directly conflict
before making any "do what I mean" adjustments.

Also fixes the parent-footprint info when no parent exists.

Also gives a better title to the dialog when used to edit the masterPad
properties.

Jeff Young a10f2b284c Unify negative zero and percent handling in UNIT_BINDER. 
Some values, such as solder mask margins, are usually negative and it
helps to display zero as "-0.0".

- fix many wxWidgets alerts.
- ensure pad offset wxTextCtrs are shown or not according to the wxCheckBox state.
- ensure there is room in dialog for some wxTextCtr when switched from Hide to Show
(resize it if it is too small)

These use a few features that are too new, causing errors when trying to
edit with a released version of wxFormBuilder.

jean-pierre charras f2518a5120 ADDED: pad fabrication property, as required in latest Gerber file specification. 
Property is a pad info used mainly for fabrication or test.
Currently, supported properties are:
BGA property (variant of SMD pad)
Fiducial (global to the board or local to the footprint)
Test Point
Heat sink
Castellated.
And are used in Gerber files (copper layers and drill files)

Increment BOARD_FILE_VERSION  to 20200104

jean-pierre charras eadcb5de5e DIALOG_PAD_PROPERTIES: fix incorrect pad type for Aperture option. 
The aperture option created a Connector pad only on the paste layer.
This is incorrect: the SMD type only is acceptable.
5connector is *only* for edge card connectors.
Moreover, The dialog did not even accept the setting defined by this dialog...

Reason: this type "Connector" is used in Gerber files, and is specific to edge cards connectors.

Jeff Young 79cd457ba7 Implement thermal spokes for custom pad shapes. 
The thermal spokes are anchored at the pad anchor.  They may or may
not make sense, depending on the pad shape.  It's up to the author
to move the anchor around as necessary or to not use thermals.
