gen_footprints_placefile: re-add option to negate or not the X coordinate.

This option is for footprints on bottom side, and not for Gerber format.
This option was existing in 5.x version, but lost in 6.x version.

Avoid crashes when, for some reason, a dll cannot be loaded.

In this case a null pointer was returned by the internal code.
This pointer is now tested against nullptr to avoid the application crashing.

Enable 3D mouse support in Footprint viewer.

The 3D mouse support is moved from PCB_EDIT_FRAME to PCB_BASE_FRAME.
This allows all PCB_BASE_FRAME derived windows to have 3D mouse enabled
2D navigation support.

Added full support for using a 3Dconnexion device in PCB_EDIT_FRAME. Commands are exported and can be assigned to 3D mouse buttons. Any limitations to the functionality are limitations of the installed 3Dconnexion driver for the device and OS.
Use build option KICAD_USE_3DCONNEXION (default = ON) to control whether the SpaceMouse support is compiled into the solution.

Pcbnew: fix rotation angle issue in rotate commands.

The value of this rotation was store in 2 places: the config and the editor frame.
So after changing the rotation angle from the preferences, the value in editor
frames were not updated, and the rotation angle not modified.
Now only the config value is used.

Pcbnew: remove update schematic option for geographical annotation dialog.

REMOVED: Update schematic option from geographical annotation dialog due
to potential issues with incomplete and/or broken updates. Use "Update
Schematic from PCB" tool to update reference designation changes.
Forcing the footprint reference designator changes back to the schematic
without checking any other board changes in the schematic could leave the
schematic in a undefined state. The update schematic from board tool is
the correct method to sync any changes from the board.

Pcbnew: load write board netlist to file tool action dynamically.

Loading this advanced configuration option statically will cause it to
show up in the hotkey list even when the option is disabled. Creating
the tool action at run time resolves this issue.

Add support for dark theme in plugin icons

Action plugin authors can specify alternative icon path for dark theme.
If it's not specified then standard icon will be used for both light and
dark themes. If neither icon is specified then the default puzzle piece
icon is used.
