Don't interrupt compilation pipelines
...
Don't interrupt the compilation pipelines, instead let
them finish. That will ensure the author of the change
gets notified if their push breaks something.

Shorten build artifact lifetime

These are large artifacts, so we shouldn't keep them around
for too long (they are only needed for the tests that run
immediately after build).

Allow the formatting test to fail

By allowing to to fail, we won't block the rest
of the CI tests, and also won't block the merge.
