When not aligning under mouse cursor, choose the X-most element where X
is top/bottom/left/right. Previous sorting was not correct for two
directions

Locking is not a concept in the footprint editor. The signature for
checking is slightly different in the alignment tool, so we need to move
the check higher to allow aligning items in fpeditor
The ACTION_MENU constructor now takes the tool as an argument,
so the call to SetTool() immediately following it can be removed
and the tool just passed into the constructor.
Bitmaps are now identified by an enum class instead of by pointers.
Bitmap loading and caching is now handled by a class in common, and
we no longer compile most bitmaps into the binary, so there is no
longer a bitmaps static library.
Instead, bitmaps are archived to a .tar.gz file which is installed
in ${KICAD_DATA}/resources/images.tar.gz
The source PNGs are checked in to Git as the original CPP files were,
so that people can build without the required dependencies to convert
SVGs to PNGs.
Initial support is also added for dark theme icons, although this
is not yet exposed in the GUI.
Stubs are present for multi-resolution image resources, but this is
not fully-baked yet and could use some refinement.
It's much more useful to use the locked items as targets.
Also fixes some issues with commits getting the wrong items when
pads are promoted to footprints.

Also removes EditToolSelectionFilter which was misused in more places
than it was used correctly. The original point of the client filter
was to move the logic to the point of use, which the
EditToolSelectionFilter sort of obviated anyway.

This unifies everything under a single architecture with a "don't
show again" dialog. Since everything now goes through the same
path it should be reasonably easy to make it do whatever we want
in the future.
Right now it presents 3 options: modify only unlocked items, override
locks and modify all items, or cancel command.
Remove translation mark for strings used in debug, or strings
that cannot be translated (for instance because they are char strings
instead of wide char strings)
std:: defines cross-container comparison as invalid and is not
guaranteed to work. This breaks the comparison out into separate
steps, each for the separate containers.
It's a bit of a hack because they're statically initialized and
so we can't make use of the _() macro. We do still want it in the
code, however, because the string harvesting is based off of it.

Moving pcbnew error strings that may be seen by the user to translated
strings. Strings that denote unexpected cases are moved to debug logs
as they are essentially asserts that should never be shown. The
exceptions are the messages shown when files are loaded. All unknown
items should show an error here.
This fixes the handling of align/distribute tool when called on locked
items. Locked items cannot be moved but they may be used for the target
of an align/distribute operation.

When aligning module centers, it can be hard to determine which item
will be chosen for the alignment target when it chooses based on the
median of the center values. Instead, this patch chooses the alignment
target as the top and left most items of the Y and X centering,
respectively
When aligning in pcbnew, check for pad/module locks before performing a
move and query the user.
When aligning on pads, don't move the pad without moving the footprint,
so we don't break footprints.

This changes the distribute horizonally and vertically tools to place
items with constant gaps between them. The previous implementation put
item centers evenly apart but thereby ignored the relative width and
height of the items (i.e. wide items appeared closer together than
narrow items).

Using footprint rects instead of the larger bounding box means that
reference and value texts no longer influence the positioning of the
footprint in unexpected ways. Treatment of non-module items is
unchanged.
