Add COMMIT structure to Schematic and Symbol editors

Provides a single-point access for modifying the schematic and symbol
elements that allows chaining updates and reverting partial changes.
Standardizes the undo hierarchy between pcb and schematic editors
As this is another layer on the existing undo/redo structure, the
initial commit does not replace all undo/redo calls currently existing.
These will be handled in a series of follow-on commits

Eeschema: DIALOG_SCH_FIND: ensure the search flags actually used are up to date.

Flags are encoded using internal wx values, that can change with wxWidgets versions.
They need to be always rebuilt from the displayed options in dialog.

Make LIB_ITEM::COMPARE_FLAGS really a flags field, and add ERC.

Before they were 1/2 treated as flags and 1/2 treated as a mode enum.
The ERC flag relaxes constraints on data that is settable in the
schematic editor.

Better fix for missing end segment

Rather than skipping our endEdit() call in libedit, we need to
parameterize whether we want the shape open/closed. Closed will remove
the last segment if it lands on the first point. We don't want that
but we do want to remove the last point if it duplicates the second to
last (in the case of double-clicking)

Don't remove last point in libedit

SHAPE_LINE_CHAIN in libedit doesn't make a polygon, so we always need
the last point and it shouldn't be closed

Shapes for schematic.

ADDED arc, circle and rectangle shapes for schematic. Shapes support
line styles and fill colors.
CHANGED sheet background color in Edit Text & Graphics Properties to
fill color (and it now affects shapes).
Pushed STROKE_PARAMS down into common and moved all shapes to using it
for stroke descriptions.
