This introduces layer handling to a lot of the geometry routines.
Many of them don't do much with it now, but it does help multi-layer
zones and will help when padstacks are implemented.
This option removes copper layers from pads and vias where they are not
connected to other board elements. This allows the inner layers to be
more closely routed if the via landing pad is not needed.

Due to the fact basic primitives for custom pads are now managed by
a list of pointer, the default copy ctor and default operator = do not work
(the basic primitives list must be duplicated).
It fixes issues related to primitives list id pad edition, footprint edition

The shape cache gets reset by the zone fill algorithm. This needs to be
cleaned before multiple threads are created and cannot be modified when
threading.

There were a lot of plotters, exporters, etc. that were rolling their
own implementations.
This also introduces a lazily-built set of SHAPE objects for doing
collision detection and some forms of rendering (and later DRC).
This also removes vector cover types which do nothing except obfuscate
the underlying implementation.
Mainly changes SCH_SHEET_PINS and CONFIG_PARAM_ARRAY (which will soon
be replaced by Jon's new stuff).
Property is a pad info used mainly for fabrication or test.
Currently, supported properties are:
BGA property (variant of SMD pad)
Fiducial (global to the board or local to the footprint)
Test Point
Heat sink
Castellated.
And are used in Gerber files (copper layers and drill files)

The pin name defined in Eeschema is now available as pad info.
Useful for the board designer (the pin function is displayed in the message panel).
Needed for the Gerber P&P files.
Pads not on copper layers now do not have a netname, and are no longer taken in account in connectivity.
Especially it avoid creating useless rats-nests for these pads.
When generating a complex pad, this allows the user to combine with a
rotated pad and explode rotated pads without needing to rotate elements
to 0 orientation first.

This removes the remaining hard-coded segments counts and replaces them
with the relative error calculation where the segments per arc is
determined by the maximum error we allow (smaller arcs = fewer segments)
Allows 0 to 4 chamfered corners, not only one.
A custom shape allow this kind of shape. However because it is a primitive,
it is easier to edit and it support thermal reliefs.
