Autoscroll wasn't working on Mac because the status popup's panel
has the focus. This *may* also fix a problem on MSW of the auto-scroll
not being cancel-able.

Previous the cross-probing options were mixed between sending and
receiving cross-probe events. This clarifies so that all of the pcbnew
cross-probe options deal with whether the cross-probe is seen in pcbnew
and all of the eeschema options deal with seeing the event in eeschema.
Also updates the wording in the options panels to be the same where
possible and adds tooltips

This can be a particular problem if you go to run ERC, it shows the
annotation warnging so you re-annotate (but don't notice that your
scope is set to Selection).
Also adds some missing defensive code around closing a modeless RC
checker before the document (which we had for DRC dialog but not the
ERC dialog).
Also fixes a missing override of GetSeverity which kept ERC messages
from having the right prefix.
Make auto save recover all auto saved sheet files not just the root sheet.
This does not fix existing auto save issues because recovery would require
an iterative reload for each automatically saved sheet file and would only
happen once.

Having the logic split between three different paths was
a bit much, this should hopefully be a bit easier to
maintain. All save logic now goes through SaveProject;
individual file writing is now a private function.
Also change Save As to Save Copy As in project manager
mode, as we don't want to change projects from inside
the editor in project manager mode.

Add control of project creation to Eeschema; change defaults
to enable project creation in both programs. Properly set
project on newly-created schematics so "Save As" doesn't
get triggered repeatedly.

1) Don't reset value when name changes
2) Don't fire events when initialising dialog
3) Make sure when symbol is saved back to schematic that only current
instance has its ref updated, but that all instances have their other
fields updated.
4) When saving symbol back to board always use the fields from the
editor and not the (alias-specific) ones from the library.

Adds ability to start new commit to eeschema, allowing all
AddItemsToUndoList to always append without foreknowledge. Keeps newly
split wires on the tool until placed
