TRACK/SEGVIA cleanup
...
- SEGVIA becomes VIA
- Drill size moved from TRACK to VIA
- Removed shape from TRACK, becomes ViaType in VIA
- GetTrace becomes GetTrack, for uniformity
- Some minor constification and typo fixes

Undo buffer for the PNS router. Still, it has a bug - it crashes when an undo/redo operation is performed while routing a track.
