jean-pierre charras 2999bcb721 Try to fix SEG::PointCloserThan(), not working for quasi H or V segments.
Quasi H or V segments are segments having the same x value or y value
(with a + or -1 max diff) for end points coordinates.
The change is a workaround, not really a fix.
