The draft fill and single zone unfill would only work if something was
selected first, this allows them to call the selection operation to
request what is under the cursor. Also properly gate the operation to
not cause crashes/issues when the selection contains non-zone items.
Using the new ITEM_MODIFICATION_ROUTINE system, drop in two new
tools: chamfer and line extend. These are two geometric operations
that are relatively common when editing footprints in particular.
Chamfer delegates the geometric calculations to a dedicated unit
in kimath/geometry.
Using std::any from C++17 allows for proper type handling in the
parameter field, removing the need for casting to void* and then casting
the void* to the desired type.
Change teardrop generation to rely more heavily on BOARD_CONNECTIVITY
for improved performance.
Add updating of teardrops on BOARD_COMMIT::Push().
Also converts m_CopperItemRTreeCache to std::shared_ptr.
We don't copy it around anyway, and having to create a new set
of std::unique_ptr's for each operation is likely to be more
expensive than std::shared_ptr's overhead.
Previously, it was not always the edited footprint, but a footprint
selected from the library tree.
It was especially annoying when the footprint was loaded from the board editor:
The footprint was not the loaded footprint, but its copy from library.
(They should only be used when we collect more info before performing
the command. If the command is something like showing the simulator,
then there should be no elipsis as we don't collect more info before
showing the window.)
Also improves a few of the menu tooltips.
Make keyboard activation of OK save settings instead of cancelling.
Also, fix the string for the shortcut so that it works (shortcut
unchanged).

3x Selection-Based Routing Tools. Takes a selection of routable objects
and routes them one at a time individually, with an attempted finish, or
from the other end, depending on the action given.
No longer used by modern PCB processes.
Only the code to add the target to the board has been removed. Parsing
code for existing designs with targets is left in place.

It is too easy to accidentally hide your zones and the 'A' hotkey is
intuitively mapped to Add Footprint, to match Add Symbol in eeschema.
This won't change current hotkey customizations but will help prevent
future user error. Users can still map the action to a hotkey if the
new toggle is useful to their workflow

This requires enabling the space key to be bound with shift, which was
disabled based on an overbroad limit of only allowing shift to be mapped
with letter keys
This assigns the "Tab" key to a general pcbnew 45° limitation. Limit
can be enabled/disabled using context menu as well.
Removed the user preference for 45° limitation on graphic lines as that
is overlapping with the general limitation, which is not an editing
preference so much as a temporary adjustment to tool action.

The current and previous net highlight state are now stored and can be toggled
on or off with an action (no hotkey by default).
Highlight is now treated as a persistent state rather than a tool that is entered,
meaning there is no longer a special tool to enter in order to highlight nets.
Highlighting can be controlled while any other tool is active using the hotkeys
or context menu on a net object.
Tweak the icons for highlight net and layer display mode to better disambiguate them.

Fix also a broken behavior: the current action was not cancelled, and if it is
called during a move items (when typing the 'T' key), items were broken.
The actual bug is the fact it is called also in fp editor and footprint wizard frame,
because it is part of EDIT_TOOL action list, common to fp editor, and should not.
But a full change is much more costly than just a filter.
After commit 9535153f9e there were no more IDs inside the legacy ID
system. Therefore the entire system for dispatching and looking up
the legacy ideas and handling those events can now be removed and
the tool dispatcher simplified (it no longer needs to know about
the ACTIONS class).
Loading this advanced configuration option statically will cause it to
show up in the hotkey list even when the option is disabled. Creating
the tool action at run time resolves this issue.
This is hidden behind an advanced configuration setting and is primarily
useful for developers trying to troubleshoot the netlist payload sent
from the board editor to the schematic editor.

Saying "Import/Export" on the labels when the submenu has "Import"
or "Export" in it is redundant.
Note that we can't just update the action text with the new name,
because that is used in the hotkey list and would become too confusing
without the "Import"/"Export" text.
Bitmaps are now identified by an enum class instead of by pointers.
Bitmap loading and caching is now handled by a class in common, and
we no longer compile most bitmaps into the binary, so there is no
longer a bitmaps static library.
Instead, bitmaps are archived to a .tar.gz file which is installed
in ${KICAD_DATA}/resources/images.tar.gz
The source PNGs are checked in to Git as the original CPP files were,
so that people can build without the required dependencies to convert
SVGs to PNGs.
Initial support is also added for dark theme icons, although this
is not yet exposed in the GUI.
Stubs are present for multi-resolution image resources, but this is
not fully-baked yet and could use some refinement.
