Added Distance(VECTOR2) function that returns a double. Removed
superfluous EuclideanNorm, GetLineLength, integer constructor for
EDA_ANGLE (this promotes to double in the CTOR), DistanceLinePoint and
HitTestPoints
Also extended the size for arc calculations that get distances to center
points to avoid overflow
Handles checking output of the arc to ensure we don't end up generating
an invalid arc. Also keeps the limit of the arc angle to be (360,360)
excluding 0.

This one is primarily about pushing TEXT_ATTRIBUTES in to the GAL
API, but it also includes adding EDA_ANGLE signatures to some trig
routines to ease integration.
This only tests the InterceptsPositiveX() and InterceptsNegativeX() used
for finding the midpoint of an arc.
Tidy up some of the trigo.h header Doxygen comments.
This implements all existing symbol library object support and the ability
to save and load symbol library files between file formats for round robin
testing.
