After changing track width, via size, grid or zoom from the toolbar, the
canvas has no longer the focus on Windows. So we force the focus after clicking
on these widgets.

Two main changes: netclass values need to go through the DRC engine
so they can interact with other rules. They're also now dependent
on the layer being routed as well as the start object.
Also make the controls adjust to each other better. For instance,
copy-track-width needs to turn off when you select a particular
track width, and a particular track width needs to zero out when
you choose copy-track-width.

The use of printf, wxLogDebug, and std::err/std::out causes excessive
debugging output which makes finding specific debugging messages more
difficult than it needs to be.
There is still some debugging output in test code that really needs to
be moved into a unit test.
Add debugging output section to the coding policy regarding debugging
output.
Default out-of-the-box is no hotkey. Removed all the preference stuff.
Note that the new implementation is a little different: the old one only
operated on a selection with a single item where the new one operates on
all selected items. So if you want the whole track do a 'U' before the 'W'
(or whatever you have Change Track Width assigned to).

When doing a global edit of the tracks and vias, we need to allow for
the possibility that the track size doesn't change and that this is
explicitly allowed without DRC error.
It was broken by commit c78171d01f.
During creation, the Drc must only display a error message, and do not create markers.
Markers are created only during a full board DRC test.

- removed several global config settings (such as g_Drc_On)
- wrapped most of global config settings in PCB_GENERAL_SETTINGS class
- reorganized PCB general options dialog to clearly mark which options concern only the legacy canvas
- new GAL feature for legacy users: double-click (or E) to change track width available as an option.

Also in global vas edition, always set the via drill to the actual current netclass value (do not use anymore the 0 value as default), to avoid unwanted invisible drill change for existing vias when the netclass value is modified.
This is consistent with the via creation, in GAL mode
