Wayne Stambaugh bd436aa6a7 Developer documentation clean up. 
* Remove push and shove router documentation which is maintained in the
  user documentation.
* Remove coding_style_policy.pdf since it is know automatically generated
  with the developers documentation and linked on the KiCad website.
* Merge the contents of rules_for_capitalization_in_Kicad_UI.txt into
  UIPolicy.txt.
* Remove rules_for_capitalization_in_Kicad_UI.txt.

Dick Hollenbeck f72394cc6b Make PLUGIN::Footprint*() API functions take 'const' PROPERTIES*. 
Add const PROPERTIES* to FootprintDelete().
Add {Get,Set}Properties() to FP_LIB_TABLE::ROW.
Touch up fp table dialog.

Dick Hollenbeck f2bd20ab34 Mostly EAGLE_PLUGIN work: 
* Derive the pcbnew copper zone and non-copper zone dialog windows from DIAG_SHIM,
  which injects some template code.
* Update UIpolicies.txt to talk about DIALOG_SHIM support.
* Add zone support to eagle_plugin.
* Organize ZONE_CONTAINER class declaration for future privacy and accessors.

Wayne Stambaugh 4b853dedb4 Application name capitalization fixes. 
* Correct all user strings and comments for the correct capitalization of
  application names according to JP.  They are KiCad, Pcbnew, CvPcb,
  Eeschema, and GerbView.
* Add a note the the user interface policy about the correct capitalization.

* Fixed EESchema options dialog focus bug so escape key now works in GTK.
* Rename schematic objects for improved readability.
