DIALOG_COLOR_PICKER: fix an issue in DC.SetDeviceOrigin() due to changes in wxWidgets.

DC.SetDeviceOrigin() behavior has changed in version 3.1.7 (or 3.1.6), and the settings

Move Configure Paths help inside dialog.

This allows us to switch back to a standard modal dialog (instead of
quasi-modal, which has problems with Ctrl-V in a search box inside a
standard file dialog -- such as when picking a path).

Converts dialog_image_editor to panel_image_editor. Embeds this panel in
a new properties dialog for the schematic and PCB editors that allows

A list of wxArrayString was used in dialog, but not stored in this dialog.
(and this list was deleted by the caller)
A copy is now stored in dialog.

Expunge update UI event handler from paged dialog object.

Use the book control page changing event to update any pages prior to
them being shown. When the validation fails when changing pages, the
page change is vetoed until the invalid condition is fixed by the user.

Normalize the settings migration path to have no trailing slash

If we use the raw user input, it may or may not have a trailing slash on
the directory name, and then if the user provides a trailing slash
migrating the folders inside the old settings directory will fail.
