is to not worry so much about empty groups until save time; others are in

Also allows multiple groups to have the same name. This is useful when
using groups for a classification system.

These objects can now be used in advanced DRC rules and
not just for keeping things out. Also remove the restriction
that at least one of the "basic" keepout rules must be set,
so that these areas can be used for more advanced rules.
This option removes copper layers from pads and vias where they are not
connected to other board elements. This allows the inner layers to be
more closely routed if the via landing pad is not needed.

It's currently only supported in the Footprint Editor. It could be
easily added to the board editor (all the code is there), but the board
editor is a little short on room in the drawing tools toolbar.

Default out-of-the-box is no hotkey. Removed all the preference stuff.
Note that the new implementation is a little different: the old one only
operated on a selection with a single item where the new one operates on
all selected items. So if you want the whole track do a 'U' before the 'W'
(or whatever you have Change Track Width assigned to).

The dynamic ratsnest is shown while moving items but this needs to be
hidden after cancelling. Previously this was handled by the
SelectionClear event but we've changed this to (correctly) keep the
previous selection when canceling.

It was confusing that the primary frames registered their tools
differently than the other frames. In addition, since the other
frames also added their own tools, foo_actions::RegisterAllTools()
didn't really register all tool but rather those used by the
principal frame (PCB_EDIT_FRAME, SCH_EDIT_FRAME, etc.)
Give the user the option of cancelling a file open if there are
segment zones; otherwise they're converted to polygon fills.

Checks for ratsnest enabled prior to calculating and displaying the
local/dynamic ratsnest. Calls the ratsnest clear from selection clear
Notably, it appears that the tool actions do not chain transitions for
the same event. So only a single action (first specified) will be
executed when an event fires unless the actions are executed by separate
tools.

When editing the pcb, Ctrl-Click will highlight a net. This allows
de-highlight with the ESC/cancel action from the selection tool. Inside
the highlight tool, ESC reverts to the selection tool while keeping the
net highlighted.

Use standard Magnetize() to handle grid and magnetic pads.
Use the standard menu from PCB_TOOL. Delegating the menu to

The old item pointers (which aren't safe to keep around) were
removed in favour of opaque references (void*) which are then
compared against existing items when needed.
Also improves brightening by brightening the whole footprint
(ie: its pads, drawings, reference and value) rather than just
its target cross.

Commit complementary to 4f0c9b6b. In case there were multiple tracks
under the cursor, disambiguation was shown twice because
SELECTION_TOOL::selectConnection() cleared the selection and requested
it again.
This commit also adds a no-selection-mode, which allows the user
to specify what gets update (through the various match modes).
The no-selection-mode is accessed via the Edit menu, although
it could also be applied to the context menu.
