Jon Evans c0aa6965de Migrate PcbNew project settings to new framework
Various architecture upgrades to support this.
Creating a BOARD now requires a valid PROJECT, which caused
some (mostly transparent) changes to the Python API internals.

ADDED: Project local settings file
CHANGED: Board design settings are no longer stored in PCB file
CHANGED: Net classes are no longer stored in PCB file
CHANGED: Importing board settings now reads boards, not just projects

Jeff Young 441dfa30f0 Return individual custom pad shapes instead of a SHAPE_POLY_SET.
Also implements an optional pointer to return the actual distance
from all the SHAPE collision routines.

Jeff Young 424d551054 Cache pad bounding boxes for performance.
Also allows us to return to a LOD test for pad numbers which treats
round and square pads the same.

Seth Hillbrand 224b41e8b1 Fix a threading segfault when filling zones
The shape cache gets reset by the zone fill algorithm.  This needs to be
cleaned before multiple threads are created and cannot be modified when
threading.

Jeff Young d01b29ab37 Cleanup pad geometry handling.
There were a lot of plotters, exporters, etc. that were rolling their
own implementations.

This also introduces a lazily-built set of SHAPE objects for doing
collision detection and some forms of rendering (and later DRC).

Jeff Young 67f2d454e9 Draw pads on internal layers if they're not on F.Cu or B.Cu.
Python footprint generators are generating them, the Altium board
importer needs them, and we'll need them for pad stacks.

Jeff Young 836c1ea56e Fix a bunch of un-caught boost::bad_pointer exceptions.
This also removes vector cover types which do nothing except obfuscate
the underlying implementation.

Mainly changes SCH_SHEET_PINS and CONFIG_PARAM_ARRAY (which will soon
be replaced by Jon's new stuff).

jean-pierre charras f2518a5120 ADDED: pad fabrication property, as required in latest Gerber file specification.
Property is a pad info used mainly for fabrication or test.
Currently, supported properties are:
BGA property (variant of SMD pad)
Fiducial (global to the board or local to the footprint)
Test Point
Heat sink
Castellated.
And are used in Gerber files (copper layers and drill files)

Increment BOARD_FILE_VERSION  to 20200104

Seth Hillbrand c4d853c1e8 SHAPE_LINE_CHAIN: Remove element access
This is the first step to allowing non-segments in the line chain.
External routines cannot be allowed to change the line chain without
going through the internal routines.  To accomplish this, we remove the
Vertex() and Point() access routines and only leave the const versions.
Transformations are given for both points as well as the chain itself.

Seth Hillbrand b5f021ff9f Cleanup: Replace push_back with emplace_back
In cases where we create a new item and immediately push into a
container, the emplace idiom is faster and more efficient.

jean-pierre charras 71cd8c57bf ADDED: Pcbnew, add "pin function" (pin name in eeschema) to pads.
The pin name defined in Eeschema is now available as pad info.
Useful for the board designer (the pin function is displayed in the message panel).
Needed for the Gerber P&P files.

Seth Hillbrand bc26ccf9f2 pcbnew: Correct polygon flipping in custom pads
Custom pads are referenced to the anchor pad 0-point, so flipping the
polygon should be about 0 and not the flip point.

Seth Hillbrand 6bcf1839b7 pcbnew: Add arc approximation setting to board
This places the arc approximation setting in the kicad_pcb file and uses
it for all parts of the board rendering where arcs are converted to
segments.  This allows the user to customize their speed vs. accuracy
tradeoff.  The default setting of maximum error of 0.005mm is acceptable
for small boards on moderate systems.
