Schematic plugins refactoring, fixes for PCB plugins.

- Move PLUGIN_FILE_DESC to common.
- SCH_PLUGIN: rename Load -> LoadSchematicFile, Save -> SaveSchematicFile.
- Use PLUGIN_FILE_DESC and CanRead* in schematic plugins.
- Return none/unknown types from Find/GuessPluginType functions.
- Iterate over file types for file wildcards.
- Clean-up header checking in IO plugins.
- Use PCB plugin list in IO_MGR::GuessPluginTypeFromLibPath.

Turn on and fix MSVC compliance mode issues

We want /permissive- to enable debug performance improvements in MSVC 17.5+.
This flag is also default under C++20 so we'll have to deal with these compile issues anyway at some point in the future.
In particular, MSVC becomes pedantic about ternary types.

CADSTAR SCH: Load symbol shapes with correct fill state

Changes architecture of importer to use SHAPE_LINE_CHAIN.
For now lets just load symbol shapes like this, but we could update code
for all other loading operations (also in PCB).

Move schematic sheet instance information into file sheet definition.
...
This will make it possible to maintain sheet instance information when
copying and pasting from any sheet other that the root sheet of a
project.
Setting and getting sheet page numbers must now be performed using a
sheet path. This was done to ensure that the instance paths were not
getting changed unexpectedly from different code paths.

This function is dangerous and should be used only by parsers, and not even
those, really.
For new objects, the size can be passed to the constructor.
