Jeff Young 64a6fc0fd4 Push UNITS_PROVIDER down into a low-level mixin. 
This allows us to also construct cheap UNIT_PROVIDERs for specific
tasks when necessary.

Jeff Young cf1565a16a Bug fixes for layer expression processing. 
1) Push a VAR onto the stack, not a resolved value
2) Don't collapse a PCB_LAYER_VALUE to a VALUE during processing
3) Make sure we run overloaded operators from the correct side

Jeff Young 46df421064 ADDED defined pad groups for net-tie footprints 
Each pad group is allowed to short nets with other pads in its group.

Legacy footprints with the "net tie" keyword hack will get a single
group auto-created with all the footprint's pads in it.

DRC and the router now allow a track to collide with copper graphic items
while entering a net-tie pad as long as the closest point in the collision
is within the pad.

DRC (and the footprint checker) now check for copper items in the
footprint shorting pads which are not in the same pad group.

Jeff Young a11f48ef10 Markers provider is no longer responsible for all markers. 
Unconnected items and schematic partity violations are also now
represented by markers, so the ERC/DRC window itself needs to do
the deep-delete.

jean-pierre charras f0efa9af9d gen_footprints_placefile: re-add option to negate or not the X coordinate. 
This option is for footprints on bottom side, and not for Gerber format.
This option was existing in 5.x version, but lost in 6.x version.

jean-pierre charras 8eee766791 Fix Cvpcb DISPLAY_FOOTPRINTS_FRAME: some display options not working. Commit 5e4a7041 moved 4 settings used in Cvpcb to a PCBNEW_SETTINGS struct. Converts dialog_image_editor to panel_image_editor. Embeds this panel in
a new properties dialog for the schematic and PCB editors that allows
editing position, layer, locked status, etc. like other items.

Removes a nanny setting that prevented the use of
blind/buried/micro-vias without a checkbox.  If the designer does not
want microvias in their board, they simply do not place microvias.

Seth Hillbrand cde30d3dba Clarify cross-probing options 
Previous the cross-probing options were mixed between sending and
receiving cross-probe events.  This clarifies so that all of the pcbnew
cross-probe options deal with whether the cross-probe is seen in pcbnew
and all of the eeschema options deal with seeing the event in eeschema.

Also updates the wording in the options panels to be the same where
possible and adds tooltips
