The spacemouse driver, particularly on Mac, is extremely unstable and
causes crashes even when not being used. This places the interface
behind an advanced config flag to ensure that users can affirmatively
opt-in to the potential for crashes
GetGAL()->DrawGrid() was called when switching the engine, outside a paint event,
thus creating a crash (at least on Windows) probably because the new Gal stuff was
not fully initialized.
Also implements a uniform mechanism for avoiding auto-scroll after
a prime event or dialog which results in a mouse position at the
edge of the canvas.

We cannot resolve the Canvas type without the canvas being initialized.
But saving settings sometimes requests canvas access. This protects the
calls against failure by checking for canvas before saving
canvas-specific settings

Calling UpdateItem() may be performed by in a common loop, e.g. for(
SCH_ITEM* item : GetScreen()->Items() ) or similar. We cannot call
GetScreen()->Update( SCH_ITEM* ) in this routine as it will remove and
re-add the item to the RTree, invalidating iterators. If needed, the
items need to be cached to an external container before updating

Switch Eeschema to use the built-in printing routines
because its precisions are close to those and it is
cleaner.
Give mils a precision of 2 decimal places to match
the precision shown in inches.
