PnS, router/router_preview_item: fix incorrect size of SH_RECT shape when drawing it.

The width of the rectangle was used instead of the width of outline (usualy 0) to
draw the shape (when dragging the pad for instance)

Mark the colliding shape so we know which one to highlight.

Also checks the nets when checking for a pad being flashed on a particular
layer (so we don't end up thinking the currently-routing-collided track
is a connection).

pcbnew: Make clearance translucent

This sets the clearance outline to a slightly better opacity to allow
viewing of items behind the routed track clearance. Future work should
include making this a configuration option.

pcbnew: Draw the clearance outline first

In Cairo, we don't have z-ordering implemented, so we need to draw the
clearance outline first otherwise it will draw a large, grey overlay
that hides the actual track while routing.

Change from EDA_COLOR_T to COLOR4D globally; arbitrary color support
...
eeschema now supports arbitrary colors for all object types, and
pcbnew does in GAL canvas. When switching from GAL to legacy canvas,
pcbnew will convert colors to the nearest legacy color.

Code cleaning: move class PAGE_INFO from common.h to class_page_info.h;

Fix issue when using a page layout file in project folder: eeschema and Pcbnew did not use it, unless using an absolute path.
Now, if the file path is nor absolute, it is seen as relative to the project (which is the expected behavior)
fp lib wizard: when pcbnew id compiled with USE_GITHUB_PLUGIN=OFF, the github plugin option is no more accessible (and the web viewer no more used).
