Back out check-for-mouse-in-selection-bbox for PCBNew.

Unlike eeschema, PCBNew has had a selection model for two major
releases so folks have gotten used to RMB acting on the selection
rather than what's under the mouse.
Plus it makes RMB after a drag-select nearly useless as your mouse
by definition ends up outside the selection bbox.

Also simplifies groups so that other areas of code that have to know
about them at least don't have to know as much. One of the simplifications
is to not worry so much about empty groups until save time; others are in
the access logic to parent groups.
Also simplifies user model slightly by removing Merge and Flatten
(which are just ungroup/group and ungroup/ungroup/.../group).
Also allows multiple groups to have the same name. This is useful when
using groups for a classification system.

CHANGED: GetDocumentExtents() in 'eda_draw_frame.h' now has a bool
parameter "aIncludeAllVisible" with a default value "true" which makes
it behave as it did before adding parameter. If "aIncludeAllVisible"
is false, the returned bbox ignores some items depending on which
program it is running in.
CHANGED: Made "Zoom to Objects" use only PCB edge in Pcbnew. This
allows text, notes, etc outside the PCB edge to be excluded in the
zoom calculation.
CHANGED: Added "Zoom to Objects" to Pcbnew main menu, and to RMB context
menus for Eeschema and Pcbnew.

Refactor DIMENSION to hide internal details; add some new properties

This is a board file format change to account for the new properties.
Also, we now only store the critical information about the dimension's
geometry in the board, rather than storing every drawn line.
The DIMENSION object is now an abstract base, and ALIGNED_DIMENSION
is the implementation that exists today (we will add more dimension

Pcbnew: Allow rects to have overlapping end corner locations

CHANGED: If a rectangle is drawn and the location of the second corner
is the same as another rectangle's second corner, Pcbnew crashes. The
reason is that a call is made to DRAWSEGMENT::GetLength(), but that
function only handles shapes of type S_CURVE and S_SEGMENT. This code
checks if the overlapping end points are from a rectangle and if so
it doesn't call DRAWSEGMENT::GetLength().

pcbnew: Remove all threading from dynamic ratsnest

The last remaining threaded operation in dynamic ratsnest was the
recalculation of the dynamic connectivity map. Because we do not
require any of the extra features of the connectivity map, we can get
away with a lightweight move of the anchors to update the ratsnest. The
resulting connectivity tree is not valid but it is not needed for the
ratsnest, which only needs a list of nets/anchors.

Fix issues flipping text.

This is a really hard problem to get right. This algorithm won't
look quite right if you assemble a paragraph from disjoint text
objects and flip them all top-to-bottom (as it will re-order the
text). But this is really the nature of the problem (and has to
stay that way to correctly flip disjoint graphic items or mixed
text and graphic items). The real fix here is to support text
wrapped in a single text box.

As long as the arc angle stays below <60°, it will automatically choose between

Remove extraneous use of FLAG0 from tracks cleaner (it was checked but

Fix issue in expand connections where two parts of it couldn't agree

Remove obsolete HIGHLIGHT infrastructure (we now use selection).
Remove extraneous use of BUSY flag in several places (it was never

ADDED: First-run dialog for migrating settings from a previous version
CHANGED: Settings are now stored as JSON files instead of wxConfig-style INI files
CHANGED: Color settings are now all stored in a separate settings file
CHANGED: The symbol editor and footprint editor now have their own settings files
CHANGED: Color settings are no longer exposed through BOARD object
CHANGED: Page layout editor now uses Eeschema's color scheme
Settings are now managed through a central SETTINGS_MANAGER held by PGM_BASE.
Existing settings will be migrated from the wxConfig format on first run of each application.
Per-application settings are now stored in one class for each application.

Put tool graphics back on the stack

Now that the tool framework gracefully shutdowns the tools, graphics
can be created on the stack inside a tool function.

Gracefully shutdown tools when frames are closed

If the tools are not gracefully exited, then the stack variables are
never destroyed, so variable lifetime issues can occur.

Be a little more friendly towards SMD footprints.

Increase the coverage ratio a bit so that footprints that still
have 10% of their area available for selection won't bring up the
disambiguation menu.

Remove preferred layer disambiguation for multiple modules.
...
The preferred list isn't actually in use anymore at this point, so
it currently has no effect other than to mess things up since we
aren't keeping track of which modules have been rejected when we
check the module count.

Fix crash after calling EDIT_TOOL::pickCopyReferencePoint()
...
An instance of STATUS_TEXT_POPUP was created on the stack.
But it crashes pcbnew when closing the current main frame,
perhaps due to stack switching in coroutines.
It is now created on the heap.

Zone filler: fix a few issues, in Smoothed Polygons mode.

- Fix non optimal shape of solid polygons after inflate transform.
- Add a small extra clearance ((2 microns) when creating clearance areas
(especially, convert arc to polygons create small differences)
- Add a small threshold (1 micron) in drc test distances to avoid false positives
- fix a minor issue in TransformOvalToPolygon that created sometimes a not perfect shape
