1) The highest priority zone that a via/pad collides with "owns" its
connectivity state. Once set, lower priority zones cannot change it --
and in fact, if they would have connected to it are forced not to.
2) The connectivity state goes with the zone fill state, and therefore
must be saved in the file.
3) Display of remove-unconnected's pads is no longer done in GetViewLOD()
(which isn't called for selected items), and is instead done in PCB_PAINTER.
This allows us to draw the full pad in outline mode when a via/pad is
selected which would otherwise only show the hole.
4) Note that in some cases this will still generate DRC errors -- in
particular when a via nearly collides with a higher priority zone it
won't get "owned" by that zone and may therefore have insufficient
clearance if said zone concludes it's unconnected and a subsequent
(lower priority) zone connects to it (causing it to now become flashed).

Before dereferencing the front of the sequence, we have to ensure that
the pad exists on any layer. If not, just return the default (probably
F_Cu) for the element
When building the connectivity database, we should not be using the
connectivity to check for shapes.
To make this deterministic, we introduce two flags (ALWAYS_FLASH and
NEVER_FLASH) that are used with connectivity building to determine
whether a pad is flashed for connectivity or not. ZONE <-> PAD/VIA
connectivity will be checked with ALWAYS_FLASHED and all other
connectivity will be checked with NEVER_FLASHED if they are marked for
potential annular ring removal. If they are not marked for removal,
they will be checked ALWAYS_FLASHED.

The pad comparison function was never updated when chamfered rectangular
and custom pads were added so if more that one variant of either of those
pad types existed in a design, only the first one would get generated and
assign to every pad of that type.
The custom pad primitive comparison has not be implemented so the exported
designs may be broken for custom pads.
Just wanting a SMD pad isn't enough -- the user may have already
set SMD settings into the master pad and changing the SizeX is
then very unexpected. Make sure the settings directly conflict
before making any "do what I mean" adjustments.
Also fixes the parent-footprint info when no parent exists.
Also gives a better title to the dialog when used to edit the masterPad
properties.

__WXDEBUG__ is only for internal WX debugging and is always enabled even

1) An earlier 6.0 fix to apply pad clearance overrides to NPTH pads
got broken, so this replaces it.
2) Allow min/max/opt to be set by different rules.
3) Fixes a bug where board minimum enforcement over a local override
didn't get the right message text.
They don't define a KiCad string class, so the header file name was
somewhat misleading. But the fact that they didn't match definitely
made coding more difficult.
Bitmaps are now identified by an enum class instead of by pointers.
Bitmap loading and caching is now handled by a class in common, and
we no longer compile most bitmaps into the binary, so there is no
longer a bitmaps static library.
Instead, bitmaps are archived to a .tar.gz file which is installed
in ${KICAD_DATA}/resources/images.tar.gz
The source PNGs are checked in to Git as the original CPP files were,
so that people can build without the required dependencies to convert
SVGs to PNGs.
Initial support is also added for dark theme icons, although this
is not yet exposed in the GUI.
Stubs are present for multi-resolution image resources, but this is
not fully-baked yet and could use some refinement.
New strategy isolates all draw/don't draw decisions to the ViewGetLOD
routines, and all dimmed/not dimmed to PCB_RENDER_SETTINGS::GetColor.
The actual drawing in PCB_PAINTER is more-or-less conditon free.
Also adds new layers for pad and via hole walls so that they can be
controlled for high-contrast mode.
Also changes the drawing paradigm so that the pads are drawn even when
not on the high contrast layer, just in low contrast. The hole wall
is drawn in high contrast. This actually makes things clearer to the
user (although to be honest was done to keep from having to re-render
pads when the high contrast layer changes since we have two separate
layers now that we can adjut colours on).

Zone connections (even half-connections) should trigger the connected
logic in flashPads. This removes the double-standard for painting pads
and imposes thermal standoff based on the net connection to the pad if
it shares a net, not just if connected
New strategy is to draw the hole wall cylinder if the pad (or via)
isn't flashed on a particular layer. This is (1) more correct,
(2) keeps pads which aren't flashed on any layer from disappearing,
and (3) allows us to remove a bunch of the other special cases.
Or at least I think it does. The proof will be in the (lack of)
follow-on bug reports....
Also fixes a bug where via annular rings weren't highlighted in
high contrast mode.

High contrast should not show the annular rings from other layers. Once
