Pcbnew: Verify path can be made relative before asking in plotter dialog

CHANGED: When the output path is set in the plotter dialog, the user is
asked if they want to make the path relative to the project. The old
code would ask the user if they wanted to do this, and then if it
failed would present an error dialog. The new code tries it first on
a copy, and only if it works does the user get asked if they want
to do it.

Remove all debugging output that cannot be disabled.

The use of printf, wxLogDebug, and std::err/std::out causes excessive
debugging output which makes finding specific debugging messages more
difficult than it needs to be.
There is still some debugging output in test code that really needs to
be moved into a unit test.
Add debugging output section to the coding policy regarding debugging
output.

pcbnew: Remove all threading from dynamic ratsnest

The last remaining threaded operation in dynamic ratsnest was the
recalculation of the dynamic connectivity map. Because we do not
require any of the extra features of the connectivity map, we can get
away with a lightweight move of the anchors to update the ratsnest. The
resulting connectivity tree is not valid but it is not needed for the
ratsnest, which only needs a list of nets/anchors.

Fix Python environment variable handling

The variables in the common settings struct are only updated on
save, so Python must use the ones from Pgm to get its values.
This does lead to the observation that Python's changes to the
variables do affect KiCad (they can break resolvers). So apparently
it can mess with us but we can't mess with it easily.
Also, improve the environment variable tracing infrastructure to capture
more changes.

Fix typo in regex.

Had to get rid of the regex as Search actually changes the user's
selection, which is not what we want. (It wasn't earlier because
the search would always fail due to the typo.)
It's much faster now that we're not scanning from the beginning every

Improve color theme support in the footprint preview widget

This ensures the colors used by the status text pane in the preview
widget are the same as the canvas, so there is a seemless transition
between the two.

Ensure the environment variables are synchronized between KiCad and Python

Before this, the environment variables inside Python wouldn't reflect
the updates to them made after the interpreter was started in Pcbnew.
This will call into Python and set the variables when they are changed,
since Python can't synchronize itself when running in an embedded

PROJECT objects will be deleted by SETTINGS_MANAGER::UnloadProject
so we need to make sure that this is called at an early enough point
in the closing process that anything needed by the PROJECT dtor
is still around.

Pcbnew #4904 : Import settings from another board deleted internal layers
...
When importing settings from a board with more copper layers and applying it
to a board with less copper layers, if the user has ticked the checkbox
"Layer settings", then KiCad will delete the inner copper layers. Only
when the user clicks OK does it then warn that it found deleted items on inner
layers. The message is too generic and comes after the layers have already
been deleted.
This Merge Request tries to address this by warning them early. The changes are:
1 - Added code to check if user is trying to import settings from a
board with less copper layers than the current loaded board. This
results in KiCad deleting inner copper layers. Now it presents a
warning dialog that explains the current settings will result in deleted
inner layers, and lets the user stop the import process before making any changes.
2 - Made "Import Settings" dialog disable "Import Settings" button
until at least one import option checkbox is checked.
3 - Made "Select All" button on "Import Settings" dialog toggle
between "Select All" and "Deselect All" on each click.
Items 2&3 were added to improve the overall import settings usability
experience.

This is a really hard problem to get right. This algorithm won't
look quite right if you assemble a paragraph from disjoint text
objects and flip them all top-to-bottom (as it will re-order the
text). But this is really the nature of the problem (and has to
stay that way to correctly flip disjoint graphic items or mixed
text and graphic items). The real fix here is to support text
wrapped in a single text box.

ADDED: polygon newlines every point

By default KiCad will now print each polygon point on its own line.
This adds to the vertical distance for large polygons but makes revision
control much cleaner as single point addition to a polygon does not
propagate to a diff over the full polygon.
Users/developers who want to save the files using the 4-points per line
have the ADVANCED_CONFIG setting 'CompactSave' which will provide the
original save method

Keep PNS item RTree on layer-by-layer

Rather than extra splitting of the RTree that we use for collision
detection on types and direction, we limit this to checks on
layer-by-layer basis. This also allows for layer expansion by using
deque of RTrees rather than fixed index
This fixes the missing layernumbers and keeps the layers in a deque to
prevent re-allocation on expansion.

The first one keeps a log of events (start routing, mouse motion, etc).
The second allows for adding temporary debug drawings and messages which are stored synchronously with the events in LOGGER.
The event stream together with the PCB design (now with UUIDs) can be used to deterministically replay routing bugs as the user sees them.

Remove vestiages of old open-PCB-for-settings hack.

We used to have to open a PCB_EDIT_FRAME to get the settings for
the footprint editor and footprint viewer. This necessitated some
special processing when opening a PCB_EDIT_FRAME to actually edit
a board as it might already be open but unloaded.
Since the new settings architecture allows the footprint editor and
footprint viewer to init themselves we no longer need the special-
case code.

Improve arc geometry manager to choose the direction which makes more sense
...
As long as the arc angle stays below <60°, it will automatically choose between
clockwise and counter clockwise. This allows the user to choose the direction
with a simple mouse movement.

Remove the schematic and board backup file system

Per discussion on the developers list, this old system
no longer provides much value and is seen as annoying
by many users. The new save logic should prevent any
cases of file corruption on save, which was a major
reason for the backup file system existing.

SHAPE collision fixes.
...
1) An actual distance of 0 is still a collision, even if the allowed
distance is 0.
2) Be consitent about edges and interiors. Everyone expect the edge
of a RECT to be part of the RECT; same with a CIRCLE. SHAPE_POLY_SET
shouldn't be any different. (And SHAPE_LINE_CHAIN was a split-
personality with the edge considered part of it for Collide() but not
for PointInside()).

Fix issue in expand connections where two parts of it couldn't agree

Dragging filled zones in OpenGL was extremely slow due to the

Unify rounding in altium to KiCad converter

This fixes an issue in the integer conversion that caused truncation
errors. Handling the conversion from micromil to nanometer using
doubles keeps intermediate values correctly rounded. There remain some
conversions that are lost where Altium rounded its metric
representation.

Fix clipped bitmap buttons with GTK on Linux.

A note to developers, please do not set the minimum and/or size of bitmap
buttons. It causes bitmaps to get clipped using GTK on Linux. If the
bitmap button size is not acceptable, then supply an appropriately sized
bitmap rather than attempt to force the wxWidgets sizing mechanism to do
what you want. This almost always causes platform differences that do
not work well.

* Push all sizing operations into EDA_BASE_FRAME
* Save the unmaximized window size when maximizing
so that we can then save it in the config if the
window is maximized. Otherwise the config ends up
with the maximized size saved, and weird behavior

visibilities.
Also implements a more pad-like strategy for printing blind/buried

Remove unused class and friend declarations

This forward declaration doesn't match the class defined inside the
function, so the friend declaration does nothing. The friend declaration is
also unneeded, because the function is a member of the class (and so are
types defined within it), so these already have access to private members.

Don't immediately read back clipboard data on OSX

This causes an ASAN error because something in the wx
clipboard cache is incorrect (so it tries to copy more
data than it has available). Closing the clipboard and
reopening to read works (since close clears the cache).

Gerber plot: new algo to generate solder mask layers with non 0 min thickness mask

Previously, all overlapping polygons (pads and min thickness areas to remove) were
merged.
Drawback: pads attributes are lost. In Gerber this is annoying.
Now the pads are plot as flashed or Regions items, and min thickness areas are added
but shapes are not merged and keep their attributes.

Gerber plotter: plot round rectangle pads using a region with arcs.
...
Previously, the region was a usual polygon with arc approximated by segment.
Using a region with arcs is a better way because it allows CAM tools to
identify this region as a round-rect pad.
A side effect is a better shape and smaller files, however not really noticeable in fact.

PNS: Correct assertion when dragging

Dragging using highlight caused an assertion as the duplicated lines
were being re-added with their old links still inplace. While this was
probably fine as the link references shouldn't be stale, we clear them
to allow for the possibibility that the dragger will adjust the links in
the future.
