Fix Cvpcb DISPLAY_FOOTPRINTS_FRAME: some display options not working. Commit 5e4a7041 moved 4 settings used in Cvpcb to a PCBNEW_SETTINGS struct. But in Cvpcb, this config struct does not exist. So these 4 settings are now moved to a section (PCB_VIEWERS_SETTINGS_BASE) common to Cvpcb and Pcbnew config.

Smarten up silk clearance & tented item handling.

The inspection tool will report whether or not the item is tented
(indicating in that case that any clearance will only be applied
to any hole).
The DRC test ignores tented items without a hole, and runs the
clearance test against the hole for items with a hole.

Clarify cross-probing options

Previous the cross-probing options were mixed between sending and
receiving cross-probe events. This clarifies so that all of the pcbnew
cross-probe options deal with whether the cross-probe is seen in pcbnew
and all of the eeschema options deal with seeing the event in eeschema.
Also updates the wording in the options panels to be the same where
possible and adds tooltips

Threaded DRC access will write to this string, re-allocating the memory
without any synchronization between threads using the string. Comment
adding this listed performance as a reason for using shared strings.
Measured performance does not seem noticeably different in either case,
even with high-error count boards. If there is a case where the
performance is limiting, we can replace these wxStrings with
std::wstring and utilize fmt

PNS: Use exact hulls for walkaround path generation

When we generate hulls, by default we subtract the clearance epsilon
to prevent false collisions in the router that wouldn't be flagged
by DRC. However, we need to use the actual hull with no epsilon
when generating hulls for pathfinding in the walkaround system.
Without this change, it is possible for the walkaround to generate
a valid-seeming path that results in a DRC violation, for example
when dragging a drag against a board edge.

The shove algorithm can't move the loose track ends. It always needs a via. In case of wide segments stitched with
a small via, the collision search finds only colliding segments and does not consider the via. This leads to frequent shove falilures
or 'choppy' behaviour when the head line only slightly overlaps with an end of a thick trace. This patch attempts at improving this behaviour
by considering the 'tiny via in wide segment' case explicitly.

When importing a eagle board file using wxXmlDocument, the strings in eagle BOARD
(UTF8 encoded) are correctly converted to wxString (using unicode wide chars)
So trying to reconvert these strings using FROM_UTF8( <wxString>.c_str() )

CHANGED: The new plot to all layers feature made the plot edge cuts option

Apply a more sophisticated test for ignoring isInCoupledDiffPair.
...
The basic problem is that the DRC engine does length testing and skew
testing by collecting all the diff pair constituent parts and pairing them
itself. Since each part is collected on its own, we need to ignore the
'B' unit when evaluating any conditional expressions. However, doing this
in general means that when evaluating "OwnClearance()" we also ignore the
'B' unit and return the diff pair CLEARANCE_CONSTRAINT when we shouldn't.
This implements a more discerning test which know what the current requested
constraint is when evaluating expressions.

* Various special cases around junctions on pins and dragging.
* Some rotations of endpoints resulting in a 45 degree rotate.
* Some cases where it was possible to get a line with neither
endpoint selected, and also substractive unselecting only one of two
selected endpoints unselecting both.
* Use line midpoint for sorting. Start and endpoints aren't
consistent in the order they appear on the X or Y axis. So,
we need to use the midpoint for our position for consistent
sorting when dragging groups of parallel lines where some
have the start and end reversed.
Other:
* Rename TEMP_SELECTED TO SELECTED_BY_DRAG. This is the actual meaning
of the flag, and should reduce confusion as
to when it should be used.
* Move usage of TEMP_SELECTED as an algorithmic mark to CANDIDATE
instead.
* Fix mistaken clearing of START_POINT and ENDPOINT.
* Move endpoint setting and clearing out of narrowSelection, and into
selectPoint and selectMultiple.
* Don't show dangling end warnings on new lines

When building the connectivity database, we should not be using the
connectivity to check for shapes.
To make this deterministic, we introduce two flags (ALWAYS_FLASH and
NEVER_FLASH) that are used with connectivity building to determine
whether a pad is flashed for connectivity or not. ZONE <-> PAD/VIA
connectivity will be checked with ALWAYS_FLASHED and all other
connectivity will be checked with NEVER_FLASHED if they are marked for
potential annular ring removal. If they are not marked for removal,
they will be checked ALWAYS_FLASHED.

representation to in-memory representation. Saving back to disk without

Finally found the intermittant QA crash

When loading footprints/zones in parallel, we cannot reference a static
vector that gets cleared by other threads.
It is unclear why this element was ever static to begin with (premature
optimization?) but it has been this way for a long time. We never
noticed until we threaded load cycles, which gave the hatch a chance to
override itself and cause crashes

Also makes sure the progress dialog is closed when we're done reading
symbols (it used to stay up for much of the symbol editor initialization).
Also makes sure that any cancel in the preLoad step is honoured in the
sync step. (The preload is done because it is multi-threaded and therefore
faster than the single-threaded sync.)
Also makes sure that individual threads pay attention to the cancellation,
not just the GUI thread.

Board BBox uses the visible size of the board, which includes edge cut
thickness. This is not appropriate for the Board characteristics.
Using the outline polygon gives accurate results and falls back to a

altium: Start with a test-suite to validate that *.PcbLib footprints are correctly imported

The test simply loads every footprint of a library, and compares all elements with an equivalent
KiCad footprint. This allows us to quickly spot regressions in the altium and kicad footprint importer,
and any code in-between. This test is only a demo, as the checks are still incomplete and quite a few
tests are missing.
It has to be noted that mask expansion is not supported rigt now by the altium importer, thus the
reference footprint is adjusted to keep the test happy.

Don't count zero-length as duplicate

We were checking for duplicate tracks by looking to see if the two
tracks had two shared points. A null track always matched this case,
which removed the valid track. We solve this by avoiding null tracks in
the duplicate checker. They are removed separately in the null track
stage.
This also fixes a GTK-specific tree issue where we require the
BeforeReset()/AfterReset() calls instead of Cleared() to prevent GTK
from dereferencing a parent after freeing

the macOS app bundle creation when compiling on macOS. This permit to

Although pcb_base_frame.cpp is in the pcbnew source tree, it is compiled
and included in pcbcommon.lib. Because pcb_base_frame has a dependency
on pcbnew_navlib, the latter also needs to be included in pcbcommon to
avoid linkage issues.
The superfluous references to pcbnew_navlib in the qa projects have been
removed.

Added full support for using a 3Dconnexion device in PCB_EDIT_FRAME. Commands are exported and can be assigned to 3D mouse buttons. Any limitations to the functionality are limitations of the installed 3Dconnexion driver for the device and OS.
Use build option KICAD_USE_3DCONNEXION (default = ON) to control whether the SpaceMouse support is compiled into the solution.

Pcbnew: fix rotation angle issue in rotate commands.

The value of this rotation was store in 2 places: the config and the editor frame.
So after changing the rotation angle from the preferences, the value in editor
frames were not updated, and the rotation angle not modified.
Now only the config value is used.

Code was missing to convert mm to internal units for small drill mark size in PlotLayerOutlines (which is only used in DXF Plot). All other plot formats like PDF use PlotStandardLayer which does not have that problem.

Remove default hotkey for toggle zone display
...
It is too easy to accidentally hide your zones and the 'A' hotkey is
intuitively mapped to Add Footprint, to match Add Symbol in eeschema.
This won't change current hotkey customizations but will help prevent
future user error. Users can still map the action to a hotkey if the
new toggle is useful to their workflow

The algo used to calculate a focus point on a zone can be *extremely* time
consuming when using the filled areas in zone (can be matter of minutes and more).

Allow solder mask aperture objects to inherit nets during DRC.

The issue is that object A (the solder mask aperture object) can
bridge objects B and C which have different nets. Since we only do
object-to-object compares we don't find this. By allowing object A
to inherit the first net it collides with (either object B's or
object C's), we'll generate a violation with the second collision.

FP_TEXT cannot be casted to PCB_TEXT for obvious reasons, but what I don't understand is why downcasting to EDA_TEXT also crashes due to incorrect vtable method pointer (Clang10/Linux here).
I leave this as a curiosity for whoever knows C++.

Fix broken tree book selection in paged dialogs.

This only affected the tree controls that only parented sub-pages. Do
not use the dialog ctor to select the initial page. Queuing a page
changed event to fire after the dialog is shown is the proper solution.

KiCad breaks a bit when dealing with 360° arcs, so convert them to
circles on import. The break happens when converting to polygons for
viewing, the arc is passed from start->mid->end format to

Convert DXF arcs in fp space

Once the arcs are set in pcbnew, they have integer representation and
can accumulate rounding errors. So we convert the start/end points in
the importer to ensure that the connected points in a DXF remain
connected

Don't register DRC error on internal approximation

Users can set the internal approximation of curves, which will create
small errors off of ideal locations. This will cause DRC errors on some
items such as rounded rect pads when elements are routed at the minimum
ideal distance. Users could already tune this value using the Advanced
Config values but we'd rather the user not depend on that.

When dragging footprints pads with holes also need to be taken along.

Otherwise (aside from not colliding with their dragged location) we
won't update their locations and then if they happen to be the first
pad in the footprint we'll try to update the footprint's location post-
drag with the pad offset (which will be {0,0}.
This is easily reproducible with the test document in the bug in the
"fixes" statement.

Pcbnew: fix chamfered rectangular pad definitions in GenCAD exporter.

The pad comparison function was never updated when chamfered rectangular
and custom pads were added so if more that one variant of either of those
pad types existed in a design, only the first one would get generated and
assign to every pad of that type.
The custom pad primitive comparison has not be implemented so the exported
designs may be broken for custom pads.

Remove escaped double-quotes

For some reason, escaped double quotes in wxString::Format cause issues
on Mac. We can replace them with single quotes in most places without
loss of clarity

Account for pad hole is BBox

The bounding box is used for hit testing. If the hole is arbitrarily
larger than the pad, we need to allow the user to properly select it
